Anthropic reports misuse of Claude AI for weapons and cyberattacks
Anthropic has released a comprehensive threat intelligence report detailing the misuse of its Claude AI models by various state-linked and criminal actors between December 2025 and August 2026. The report identifies attempts by actors from Russia, China, Iran, and Yemen to weaponize the technology.
Key findings include Russian-linked groups using Claude to develop autonomous drone swarms and hacking bots, as well as the Midnight Blizzard group automating malware workflows. In Yemen, a cell reportedly used Claude Code to develop guidance and control software for ballistic missiles and hypersonic glider variants, though Anthropic noted no evidence of a functional operational device being deployed.
Additionally, the report highlights cyber surveillance efforts, such as China-linked operations using AI to profile Uyghurs in the Syrian Army. The findings underscore a growing trend where AI collapses the technical gap between sophisticated state-sponsored entities and individual attackers, accelerating the pace of cyber warfare and biological research risks.
