Italy’s Covid Inquiry Shows Pandemic Plan Was Outdated and Unprepared

A parliamentary commission investigating Italy’s handling of the COVID‑19 pandemic has highlighted that, in January 2020, Prime Minister Giuseppe Conte told the public the country was “ready” despite the national pandemic plan still being the version drafted in 2006. The inquiry revealed that the plan had never been updated by successive health ministries, leaving the health system without a modern framework when the virus arrived. The commission’s hearings have examined the lack of an updated plan, the succession of health ministers, and the gap between the promised preventive protocols and the actual preparedness of hospitals and authorities.

The findings suggest that Italy’s early response was hampered by institutional inertia and that the outdated plan failed to provide clear operational guidance for a novel coronavirus outbreak.
