Carabinieri General Command warns against secret military recordings

The General Command of the Carabinieri has issued a circular addressing the disciplinary implications of fraudulent recordings made between military personnel. The document, signed by the Head of the II Department, warns that recording communications during service-related encounters can harm internal cohesion, mutual trust, and the institution's image.

The circular clarifies that while certain recordings may not constitute a criminal offense under Article 617-septies of the penal code—particularly if used for legal defense—they may still violate military disciplinary standards. The Command emphasizes that such actions must be necessary, proportionate, and linked to concrete protection, noting that recording ‘for security’ is not an automatic justification for bypassing professional conduct and duty.
