CARICOM unveils Bridgetown Action Plan for reparatory justice
At the Third CARICOM Regional Conference on Reparations in Barbados, Caribbean leaders and advocates transitioned from advocacy to a structured action plan for reparatory justice. The conference unveiled the Bridgetown Action Plan, which will implement measurable targets for the period 2027–2031, guided by the newly branded Manifesto for the Coming Enlightenment (formerly the CARICOM Ten-Point Plan).
Sir Hilary Beckles, Chair of the CARICOM Reparations Commission, stated that the movement has entered its “final phase,” describing the current era as the fifth and final wave of resistance against the legacies of colonial extraction and chattel slavery. The revised framework focuses on critical sectors including public health, education, debt cancellation, psychological rehabilitation, and monetary compensation.
CARICOM Secretary-General Dr. Carla Barnett emphasized that the campaign seeks justice for the genocide of Indigenous peoples and the trafficking of enslaved Africans. This regional push follows a 2026 United Nations General Assembly resolution that recognized racialized chattel enslavement as the “gravest crime against humanity.”
Looking ahead, Caribbean nations intend to bring the issue of slavery reparations to the 28th Commonwealth Heads of Government Meeting, scheduled for November in Antigua and Barbuda, where King Charles III is expected to be in attendance.
