Caritas and Volkshilfe warn against Austrian social assistance reforms

Social welfare organizations Caritas and Volkshilfe have expressed serious concerns regarding proposed reforms to Austria's social assistance system. Caritas President Nora Tödtling-Musenbichler warned that the reform must not result in a “downward leveling” of support, emphasizing that social assistance serves as the final safety net for those in poverty.

While the reform includes nationwide minimum standards for children, the organizations argue this will not resolve the current patchwork of varying benefit levels across different federal states. They caution that if low regional rates become the benchmark for these minimums, it could entrench child poverty rather than alleviate it.

Volkshilfe Director Fenninger criticized the draft, stating it would “spectacularly miss” the government's stated goal of halving child poverty by 2030. The organizations also raised alarms regarding potential drastic cuts for able-bodied individuals and the introduction of mandatory in-kind benefits.
