Carlos Alarcón proposes referendum for anti-blockade law
Carlos Alarcón, a deputy from the Unidad alliance, has proposed submitting a potential anti-blockade law to a national referendum. Alarcón suggests that a direct vote would provide the legislation with legitimacy and strength, estimating that support could exceed 50% or even 60% if the consultation focuses strictly on the issue of road blockades without being tied to a ruler's management performance.
The legislator argues that road blockades have been distorted and are frequently used for political purposes by specific groups rather than for the benefit of the general population. He noted that the economic and social damage caused by these disruptions, particularly to those with subsistence economies, has increased public rejection of such tactics.
To support his claim, Alarcón cited a digital poll conducted by the Bolivian Institute of Foreign Trade (IBCE) in September, which received 1,362 responses. According to the deputy, 95% of those surveyed indicated they would support the urgent enactment of an anti-blockade law. While acknowledging the poll is not a formal survey, he believes it reflects a growing sentiment to differentiate legitimate protest from actions that infringe upon the rights of others and impede free movement.
