Carnikava dog attack prompts criticism of regulatory delays

Prime Minister Andris Kulbergs has assigned political responsibility to the Ministry of Agriculture following a dog attack on children at the ‘Riekstiņš’ kindergarten in Carnikava. Kulbergs stated that the Ministry, which is under the political supervision of the Union of Greens and Farmers, is responsible for the incomplete implementation of regulations regarding the management of dogs that have attacked humans.

While new legislation regarding such dogs is set to take effect on July 1, 2026, the Ministry was required to develop Cabinet of Ministers regulations by July 1 to facilitate practical application. These regulations would mandate stricter requirements, such as the use of muzzles and short leashes. Currently, mandatory euthanasia is only required if a dog causes serious bodily harm or death and the owner is held criminally liable.

The State Police have launched a criminal process under the section of the Criminal Law regarding ‘Offenses against public security and public order’ following the incident involving a group of 19 children. An investigation is ongoing, and the owner of the dogs has been identified.
