Cartagena District Council Approves $80.6 bn Budget Boost Amid Water Service Complaints

The Cartagena District Council in Colombia concluded its first ordinary session of 2026, passing Project Agreement 107, which adds more than 80.638 billion Colombian pesos to the district’s 2026 budget to support investments and administrative operations. Council members highlighted ongoing issues with potable water, noting low pressure and supply suspensions in several neighborhoods and protests in Ciudadela 2000 over water shortages.

Council President Fernando Piña presented a summary of the session, emphasizing the approval of multiple agreements—including initiatives 097, 098, 099, 101, 102, 103 and 107—covering sectors such as public safety, public spaces, sanitation, and park restoration. He also announced a differential fare for Transcaribe for students, seniors and people with disabilities, and the designation of the November 11 Independence Festivities as intangible cultural heritage. Additional progress was reported on animal welfare measures, the Chambacú Sports Complex, and the Las Palmeras neighborhood bridge.

Overall, the council pledged continued work through its commissions and constitutional duties to address citizen needs, especially improving water service reliability and advancing public‑service projects.
