Cartagena manages water pipe repairs and proposed utility company

Authorities in Cartagena are addressing utility management and infrastructure issues. Repairs are currently underway on a pipeline that caused water service disruptions across numerous neighborhoods, including Zaragocilla, Los Calamares, and El Bosque.

Simultaneously, the Procuraduría Regional de Bolívar has announced it will closely monitor a proposal currently under discussion in the District Council to create a new state-owned public services company. This proposed entity would eventually manage drinking water, sewage, and waste collection, with an initial capital of up to COP 10 billion. The project suggests technical support from Empresas Públicas de Medellín (EPM) and potential private sector participation.

The initiative seeks to explore legal alternatives to the existing contract with Aguas de Cartagena, which is valid until 2034. The Procuraduría has requested that the district administration provide legal, financial, and environmental studies to ensure that the transition does not compromise the continuity, quality, or sustainability of services for users.
