Cartagena proposes public takeover of Buenos Aires urban project

The Cartagena City Council is proposing to take over the urbanization of the Buenos Aires area in Los Molinos Marfagones to unlock the development of 1,430 protected housing units. The project has remained incomplete since its approval in 2008.

Mayor Noelia Arroyo intends to present a proposal to the Local Government Board to transition the project from a private initiative to a public one. The municipal government cites a lack of response from owners to previous requirements as the reason for this shift. The council holds the real estate entity Sareb responsible for much of the current deadlock, stating that if private owners do not develop the land, the City Council will do so itself.

The move initiates a procedure to change the driving force behind the development. This does not mean immediate construction; the change in the system of initiative must first be processed. The procedure will include a twenty-day public information period and individual notifications to Sareb and other owners, who will have fifteen days to submit allegations.
