Cascais opposition condemns luxury real estate tax exemptions
Opposition members in the Cascais municipality have criticized the granting of significant urban compensation exemptions to luxury real estate developments, describing the concessions as “insulting” and “pornographic.” Critics argue that these funds, which reportedly totaled approximately 10 million euros between 2021 and 2026, could have been redirected toward affordable public housing.
One specific case involves the Penha Longa Elite Villas project located in the Sintra-Cascais Natural Park. A proposed exemption of 1.2 million euros in compensation fees—intended to offset the lack of green space construction—was rejected by municipal deputies after the governing PSD/CDS-PP majority abstained. Opponents noted that the project has already resulted in significant tree removal. While the municipal presidency maintains that these exemptions are based on existing regulations, opposition leaders question the lack of clear benefits for the local population in exchange for these waivers.
