Castilla y León culture department introduces ideological veto on film subsidies

The Culture Department of the Junta de Castilla y León, led by Vox counselor Alberto Díaz Pico, has introduced a new requirement for 2026 film and series subsidies. The measure, published in the Official Gazette of Castilla y León, excludes productions that “imply ideological indoctrination, partisan propaganda, or express support for specific political options.”

The regulation mandates that beneficiaries respect principles of objectivity, institutional neutrality, pluralism, and service to the general interest. However, the text does not specify the technical criteria or metrics used to determine what constitutes indoctrination. To evaluate these projects, Díaz Pico announced the creation of a commission composed of technical experts and public officials to assess the “ideological significance” of applicants.

The decision has triggered significant political backlash. Spain’s Minister of Culture, Ernest Urtasun, announced that the Ministry will appeal the measure in court, labeling it “intolerable censorship” and an attack on freedom of expression. Additionally, Minister of Transport Óscar Puente criticized the move, comparing the intervention in artistic direction to practices seen in dictatorships. Members of the PSOE party have also denounced the clause as an attempt to censor themes such as feminism, diversity, or democratic memory.
