Catalan education minister proposes review of inclusive school model

The Catalan education system faces significant challenges as the new school year begins amidst an ongoing labor conflict between education unions and the government. Tensions remain high following unsuccessful negotiations between the executive and USTEC, leaving families uncertain about the stability of the upcoming academic year.

Esther Niubó, the Minister of Education and Vocational Training, has proposed a review of the current inclusive school model. Niubó suggested moving toward a more comprehensive 'inclusive educational system' and expressed support for increasing the number of places in special education centers (CEE). She emphasized that while support in mainstream classrooms is vital, specialized attention from CEEs is essential for students with more intensive needs or those who have had negative experiences in ordinary classrooms.

Critics, including the general secretary of the Secondary Teachers' Union, have argued that the current model is failing. Concerns have been raised regarding disproportionate student-teacher ratios, the lack of resources for inclusive education, and academic standards, noting that some students may progress through grades despite failing multiple subjects.
