Spanish municipalities implement fiscal measures for 2027
Various municipalities across Spain are finalizing fiscal ordinances and budgets for 2027, with a significant trend toward freezing taxes to mitigate the rising cost of living. In Andújar, municipal taxes including IBI and vehicle taxes will remain unchanged for a fourth consecutive year. Similarly, Alcalá and La Granada have approved measures to freeze taxes and municipal fees to avoid increasing the fiscal pressure on residents.
Other local governments are introducing targeted incentives. Lalín will offer a 95% reduction in the ICIO tax for residents under 40 who build or renovate their first home in rural areas. In Burriana, the IBI will be reduced by 2.7%, alongside the introduction of a new fee for pet ownership. In Murcia, the 2027 budget focuses on urban transformation and social housing, including the construction of 325 protected homes.
Regional authorities are also announcing major budgetary shifts. The Government of the Canary Islands has proposed a 13,209 million euro budget for 2027, prioritizing health, education, and social services. In Bizkaia, municipalities are set to receive approximately 1.3 billion euros in funding for the upcoming year, while the Diputación de Málaga has projected a 550 million euro global budget.
