The municipalities of Rubí, Sant Cugat and Roquetes have lodged formal objections to the Catalan Territorial Sectoral Plan for Wind and Photovoltaic Energy (PLATER). Rubí’s council argues that the plan designates large tracts of land for renewable installations, including areas such as the Serra de l’Oleguera corridor, Can Xercavins and Can Ramoneda, and seeks their exclusion to protect agricultural, cultural and landscape values.

Sant Cugat’s plenary voted to remove the sites known as Torre Negra and Can Barata from the PLATER map, emphasizing the preservation of 223 hectares of non‑urbanisable land. The town aims to meet a 106.3 MW photovoltaic target by 2050 primarily through rooftop installations, noting that by the end of 2025 it already had 3 480 self‑consumption setups delivering 26.04 MW of power.

Roquetes’ mayor, Ivan Garcia, called for a reduction of zones allocated to wind turbines and photovoltaic farms, warning that the current plan threatens the municipality’s agrarian mosaic. He urged a more balanced distribution of renewable generation across Catalonia, insisting that the Ebro region should not continue to shoulder a disproportionate share of the energy‑production burden. All three towns request revisions to PLATER to safeguard local environments while promoting equitable renewable deployment.
