Catalan Parliament to debate education, housing, and social laws

The upcoming political session of the Parliament of Catalonia will focus on several key legislative and social issues. A dedicated session on education is planned for October to address student performance levels, classroom conditions, and errors identified in PISA testing.

Significant housing legislation is also on the agenda. This includes a law proposed by Comuns to limit speculative housing purchases, which faces scrutiny after the Consell de Garanties warned it may violate the Statute and the Constitution. Additionally, a law to accelerate the construction of official protection housing has been negotiated between the government and Comuns.

Social welfare measures are nearing final stages, including a guaranteed rent law designed to be flexible and compatible with other benefits like the minimum vital income. Furthermore, a law to combat homelessness is expected to pass with a broad majority, requiring municipalities to coordinate with the Generalitat to provide shelter for those sleeping on the streets.
