Spain faces regional debates over school climate control measures

Various Spanish regions and organizations are addressing the urgent need for climate control in educational facilities due to rising temperatures.

In Castilla y León, the PP and Vox parties rejected a PSOE proposal aimed at improving climate control in schools, particularly nursery schools in León where temperatures have exceeded 27-30 degrees Celsius. Meanwhile, in Catalonia, the Junts party has criticized the regional government's climate plan for Penedès, demanding clarity on funding and implementation criteria. Salvador Illa has announced a 2.5 billion euro investment plan to climatize over 2,400 public centers by 2032, though critics argue the immediate response is insufficient.

In the Basque Country, the government is launching the ‘Eguzki Hotz’ program, allocating 120 million euros for sustainable climate control systems linked to renewable energy generation. In the Canary Islands, authorities are testing adiabatic cooling systems as an energy-efficient alternative to traditional air conditioning for older buildings.

On a national level, the organization Concapa has filed a complaint with the Ombudsman regarding the exclusion of subsidized (concertado) schools from the 200 million euro PREE Docente energy efficiency program. In Toledo, families are protesting against the lack of comprehensive climate solutions in local primary and nursery schools.
