Catalonia approves €4.3 bn infrastructure plan including new railway terminal

The Catalan government’s Executive Council approved the Programme of Works (PEA), allocating €4.3 billion over the next ten years for mobility infrastructure. The plan aims to raise annual investment to €400 million through 2029 and to €600 million from 2030, addressing a 13‑year funding deficit. President Salvador Illa said the effort “resolves an investment deficit that Catalonia has carried for 13 years.”

Key projects include a new intermodal railway terminal in the Pla de Lleida region costing €130 million, the Torreblanca intermodal station, and the C‑14 variant near Tàrrega worth €70 million. Additional works such as a new bus station in Barcelona’s Plaça Espanya, the Camp de Tarragona tram, and 2+1 road upgrades are also part of the programme.

The infrastructure drive is intended to meet current and future mobility needs of Catalonia’s growing population and to modernise public works amid rising construction costs.
