Catalonia expands civic oversight in Reus and Tarragona

The city of Reus will deploy six civic agents, organized in pairs and comprising 42 personnel, to patrol neighbourhoods, detect incidents, inform residents about municipal services and promote civic habits. The agents will work alongside police, have no sanctioning powers, and will report any issues to relevant municipal departments. Before starting, they receive training in civics, communication, conflict management and emergency protocols. Mayor Sandra Guaita and councillors Daniel Marcos and Manel Muñoz highlighted the programme as both a job‑creation measure and a means to improve public coexistence.

In Tarragona, the Catalan Ombudsman (Síndic de Greuges) recorded 264 actions in 2025, making the municipality the second‑most active among towns with supervision agreements, after Manresa and ahead of Granollers. Across all participating municipalities, the Ombudsman carried out 3,530 actions, representing 14% of its total activity for the year. The agreement enables annual reporting on complaints and recommendations, and allows the Service of Attention to Persons to visit the city periodically, improving access to oversight for residents.
