Catalonia extends rent caps, removes 22 municipalities from price controls
The Generalitat de Catalunya has prolonged the regional rent‑price cap for another year. In the 2026 update, 22 municipalities – among them Reus, Lleida, Granollers and Mollet del Vallès – were taken out of the regulated zone, while 53 new localities such as Martorell and Sant Andreu de la Barca entered it. The measure continues to affect more than six million renters, roughly 90 % of Catalonia’s population.
Data from the Agència de l’Habitatge show that average rents in the remaining regulated zones fell to €876.56 per month in the first quarter of 2026, a 1.3 % decrease from the same period in 2024. By contrast, rents in unregulated municipalities rose about 9.5 % over the same timeframe. Local officials, including Reus mayor Sandra Guaita, warned that the removal of the tensioned‑market status could jeopardise affordable‑housing gains, while the regional housing minister Sílvia Paneque defended the caps as an effective tool to curb price growth.
