Catalonia introduces new legal capacity support law

Catalonia has introduced Law 13/2026 to modify the Catalan Civil Code regarding legal capacity supports. Published on August 4, the law is set to take effect on February 4, 2027.

The reform aims to align regional law with Spanish national regulations and international commitments, specifically the UN Convention on the Rights of Persons with Disabilities. The primary objective is to replace the traditional system of incapacitation with a support model that prioritizes autonomy and respects the will and preferences of persons with disabilities. Rather than substituting a person's will, the law seeks to facilitate decision-making and the exercise of rights through necessary supports.
