Catalonia Parliament pushes hate‑speech rule changes as PSC leader defends cabinet reshuffle
The Catalan Parliament, with 107 of its 135 deputies from PSC, Junts, ERC, Comuns and the CUP, is in the final stage of a reform to its internal regulations that would introduce explicit sanctions for hate speech. The proposal aims to define hate speech, give the President of the Parliament authority to intervene, and move part of the disciplinary regime from the existing Code of Conduct into the Rules, following the European Parliament model. Current measures range from verbal warnings to fines of €600‑12,000 and possible temporary suspension of a deputy.
In a related parliamentary debate, PSC leader Salvador Illa defended a recent cabinet reshuffle that replaced Justice minister Mònica Martínez Bravo with Raúl Moreno, insisting the change does not alter policy. Opposition parties criticised the move as insufficient, describing the regional government as paralyzed and lacking ambition, while Illa rejected the attacks and highlighted continuity on social‑rights work and upcoming competence over immigration.
