Catalonia proposes banning AI in classrooms for students under 14

The Government of Catalonia has announced a digital wellbeing plan for minors under 16, which includes a proposal to prohibit the use of artificial intelligence in classrooms for students up to age 14. This initiative marks a shift from previous regional guidance that encouraged proactive integration of AI in education.

The broader package of approximately 60 measures includes restrictions on social media access for those under 15, bans on mobile phones in certain educational settings, and the progressive removal of digital devices in early childhood education. The plan also emphasizes a return to traditional learning methods, such as reading classic literature and using paper books.

While the regulation moves ahead of definitive empirical evidence regarding AI's impact on learning, current studies suggest that the educational outcome depends heavily on pedagogical design. Research indicates that unrestricted access to AI can hinder standard exam performance, whereas AI used specifically as a structured tutor can significantly improve learning outcomes.
