Catalonia signs €118 million teacher‑pay and working‑hour reforms

The Generalitat de Catalunya signed a €118 million agreement with employers and teachers’ unions for concerted schools to improve working conditions. The pact phases in reductions of teaching hours – cutting two hours for teachers over 58 from 2026‑27, with further cuts for primary, secondary and post‑compulsory staff down to 21‑23 weekly hours by 2030‑31 – and shortens the waiting period for substitute teachers from 16 to 7 days. It also includes pay upgrades for certain positions.

The regional government also approved a specific salary supplement for non‑university teaching staff, negotiated with the three main unions – Professors de Secundària, CCOO and UGT. The complement will be €50 per month in 2026 and 2027, €100 in 2028 and €170 in 2029, together with extra allowances for ten specialist subjects and five additional contact hours per week for those areas.
