Catering director fined RM10,000 for forging tenancy agreement
A 73-year-old catering company director, Chua Keng Hiang, has been fined RM10,000 by a Kuala Lumpur Sessions Court for using a forged tenancy agreement to secure foreign worker quotas. Chua, a director of PSSB Holdings (M) Sdn Bhd, pleaded guilty to the charge under Section 471 of the Penal Code.
The forged document, dated July 1, 2021, was used to support an application to the Malaysian Immigration Department under the Labour Recalibration Programme (RTK 2.0). The agreement, which purportedly involved a premise owned by Goh Leong Han, was used to obtain quotas for six undocumented foreign workers in the services sector. Subsequent investigations revealed that the premise owner had never signed any such agreement with the company.
Judge Muhammad Ilmami Ahmad ordered Chua to serve six months in prison if he fails to pay the fine. During the proceedings, the defense cited Chua’s health issues, including early-stage dementia, heart disease, and prostate cancer, in requesting a lighter sentence. However, the prosecution argued for a deterrent sentence, noting the implications for national security regarding the entry of foreign nationals into the country.
