Paraguay President defends Hambre Cero school feeding program
President Santiago Peña defended the Hambre Cero school feeding program during the CAVIALPA 2026 Forum, describing it as an investment in the “mental infrastructure” of the nation. He argued that proper nutrition and school attendance are essential for developing the learning capacities of future generations.
The program, which provides daily meals to over 1,050,000 children, faces significant criticism from opposition sectors, teacher unions, and social organizations. Critics have raised concerns regarding budgetary management, potential political clientelism, and the discretionary use of resources, particularly noting that approximately $316 million was allocated to governorships this year.
Minister of Education and Sciences Luis Ramírez also addressed the initiative, emphasizing the need to protect educational programs from political disputes that could undermine their credibility. He noted that the program's strongest defense is the direct support from the beneficiary school communities.
