Caxias do Sul renegotiates education PPP amid budget constraints

The municipality of Caxias do Sul is renegotiating a 25-year Public-Private Partnership (PPP) for early childhood education due to budgetary constraints. The contract, signed in March with Inova CXS (part of the JOPE ISB Consortium), originally planned R$ 570 million in investments to build 31 schools and create 7,000 vacancies.

Following a failure to pay a R$ 6.6 million installment due in May, R$ 626.4 thousand from the Municipal Participation Fund (FPM) was withheld to cover the debt. In response to these financial difficulties, Mayor Adiló Didomenico has proposed adjusting the contract terms, which includes a revised plan to construct 15 schools instead of the original 31. The city is also seeking assistance from the Fundação Instituto de Pesquisas Econômicas (Fipe) to recalculate the necessary figures for the repactuation.

Critics and labor unions have raised concerns regarding the long-term stability of such contracts, noting that economic and demographic shifts may make the original terms unsustainable. There are also discussions regarding the potential replacement of early childhood units with primary school facilities to meet changing local demands.
