CBA investigates Jelenia Góra City Hall over flood aid procedures
Agents from the Central Anticorruption Bureau (CBA) have entered the Jelenia Góra City Hall to inspect the procedures used to issue flood relief certificates to entrepreneurs following the 2024 floods.
The investigation follows reports alleging irregularities in the distribution of aid. Specifically, investigations by Wirtualna Polska revealed that the Karkonoska Agencja Rozwoju Regionalnego (KARR) allocated nearly 4.5 million PLN in assistance to only three companies located in the same village. These entities are reportedly linked to the agency's former vice president, Anna Konieczyńska. Furthermore, satellite imagery and fire department records suggest the properties in question may not have actually been damaged by flooding.
As a result of the controversy, KARR has seen significant leadership changes, including the dismissal of vice president Anna Konieczyńska, president Hubert Papaj, and the entire supervisory board. The Jelenia Góra City Hall, which issued approximately 200 certificates, has stated it is cooperating fully with the CBA.
