CBP and FDA to restrict international prescription drug imports
U.S. Customs and Border Protection (CBP) and the Food and Drug Administration (FDA) are set to implement a new policy on October 22, 2026, titled “Indefinite Suspension of the De Minimis Exemption for Mail Shipments.” This rule is expected to restrict or prohibit the importation of prescription medications via international mail.
Critics argue the policy will eliminate the ability for Americans to access affordable medications from licensed international pharmacies, particularly in Canada. Concerns have been raised regarding the impact on seniors, the uninsured, and individuals with high-deductible health plans who rely on lower-cost imports for essential treatments, such as those for diabetes or blood clots. Specific mention was made of the high cost of medications like Eliquis, which lacks a generic version in the U.S. due to patent protections held by Bristol Myers Squibb.
