Cáceres opens Mato Grosso's first free shop with R$ 20 million investment

The municipality of Cáceres has inaugurated the Pantanal Free Shop, the first duty-free establishment in the state of Mato Grosso. The project involved an investment exceeding R$ 20 million and has created 40 direct jobs.

Located on Avenida São Luiz, the 590-square-meter facility offers 12 product lines, including perfumes, cosmetics, beverages, clothing, electronics, and fishing gear. Operating under a differentiated tax regime, the shop offers discounts of up to 50% on national and imported goods.

The opening was enabled by state legislation 12.897/2025, which established the Twin Cities Regime (Regime Cidades Gêmeas). This allows Cáceres, which is classified as a twin city to San Matías, Bolivia, to operate land-based free shops subject to Federal Revenue authorization.

Business owner Francis Maris, who also serves as the president of the Cáceres Export Processing Zone (ZPE), stated that the goal is to integrate shopping tourism with the region's existing attractions, such as fishing, gastronomy, and historical heritage, to stimulate the local economy.
