CCMSR petitions ICC over Chadian protests and Sudan conflict

Mahamat Ali Youssouf, leader of the Military Command Council for the Salvation of the Republic (CCMSR), has submitted a request to the International Criminal Court (ICC) to initiate a preliminary examination into several serious incidents in Chad and allegations regarding Chadian involvement in the Sudanese conflict.

The complaint specifically targets the events of October 20, 2022, when protests erupted in several Chadian cities, including N’Djamena, Moundou, Doba, and Sarh. The submission alleges that security forces used live ammunition against demonstrators, resulting in significant casualties. Citing data from the National Human Rights Commission of Chad and Human Rights Watch, the complaint notes a toll of approximately 128 deaths and 518 injuries, alongside mass arrests and transfers of detainees to the Koro Toro prison.

Youssouf is requesting that the ICC establish individual responsibility, specifically naming Chadian President Mahamat Idriss Déby and other potentially identifiable individuals for investigation.
