CCP intelligence figure buys building overlooking White House

The Philip Qiu and Family Foundation has purchased the historic Securities Building in Washington, D.C., for $8.4 million. Located at 729 15th Street NW, the 100-year-old property sits approximately 650 feet northeast of the White House.

The buyer, Philip Qiu (also identified in Chinese records as Qiu Feili), is described as a senior figure with ties to Chinese intelligence and state security. Records indicate Qiu has held positions within the United Front Work Department and served as a detective for the Shanghai Public Security Bureau. Additionally, announcements from Shanghai Jiaotong University suggest Qiu has undergone special forces and sniper training.

Former intelligence officials and China experts have raised concerns regarding the proximity of the building to the White House. Critics, including former CIA operations officer Bryan Dean Wright, warned that the location could potentially be used for electronic surveillance, such as intercepting digital communications or serving as a listening post. While experts have urged a forced sale, no U.S. agency has publicly assessed the purchase as a formal threat.
