Cádiz shadow economy reaches historic low of 15.5% of provincial GDP
A new scientific report titled “Analysis of the Shadow Economy in the Province of Cádiz, 1986-2025” reveals that the informal economy in Cádiz has reached its lowest level in forty years. As of late 2025, the shadow economy accounts for 15.52% of the provincial GDP, representing approximately 4,613 million euros annually that remain outside official records.
The study, commissioned by the Confederation of Businesses of Cádiz (CEC) and funded by the Provincial Council of Cádiz through the Dipuinnova program, shows a significant downward trend. The informal sector has decreased by four percentage points in the last five years, compared to 19.51% in 2020, and has dropped by more than ten points since 2012.
Research conducted by Dr. Izaskun Barba of the Public University of Navarra, under the supervision of Professor Vicente Ríos from the University of Pisa, identifies unemployment and labor seasonality as key drivers. The report notes that sectors such as tourism, which experience high seasonal fluctuations, contribute to the trend. The study also provides a territorial map to help prioritize public intervention at the municipal level.
