Ceará business groups push for automatic annual raise of Brazil's MEI income ceiling

Representatives of Ceará’s industry, commerce and services federations attended a regional Chamber of Deputies seminar in Fortaleza and urged the creation of an automatic, inflation‑linked mechanism to adjust the Microentrepreneur Individual (MEI) revenue ceiling. The current limit of R$ 81,000, unchanged since 2018, is argued to be out of step with inflation; they estimate it should be around R$ 121,000.

Federation president Luís Fernando Bittencourt said, “O MEI foi constituído em 2008, mas, desde 2018, o limite anual de faturamento é de R$ 81 mil. Só com a inflação de 2018 até 2025, que é de em torno de 45%, o teto deveria estar em torno de R$ 121 mil.” Industry director Lauro Filho added, “Se existe uma inflação oficial que norteia a política econômica do governo, por que esses limites não são automaticamente reajustados por esses índices?”

Deputy Jorge Goetten (Republicanos‑SC) plans to include the automatic correction trigger in the report on Complementary Bill PLP 108/21, which also proposes a two‑year exemption from social‑security contributions for firms hiring workers to adapt to new work‑schedule rules. The draft already envisions raising the MEI ceiling to R$ 130,000 and allowing the hiring of an additional employee. The debate will move to Rio de Janeiro after the seminar series travels through several Brazilian states.
