Ceará Legislature approves financial education and tax relief initiatives

The Legislative Assembly of Ceará has approved Bill No. 87/2026, establishing the State Strategy for Financial and Pension Education (E3F) and the State Program for Financial and Pension Education (PGFin). Managed by the Secretariat of Planning and Management (Seplag) in partnership with the Ceará School of Public Management (EGPCE), the initiative aims to expand financial literacy beyond state employees to the general public. The program focuses on personal financial planning, sustainable consumption, and the prevention of over-indebtedness, with potential integration into school curricula.

In a separate move, Governor Elmano de Freitas has proposed the Refis 2026 Fiscal Recovery Program to the Legislative Assembly. If passed, the law would offer significant relief for taxpayers with debts related to ICMS, IPVA, and Detran fees incurred up to April 30, 2026. The proposal includes discounts of up to 100% on fines and interest, with various installment options for ICMS, IPVA, and ITCD debts to help citizens recover their financial health.
