Ceará State Audit Court Rejects Accounts of Two Former Mayors

The Ceará State Court of Accounts (TCE) voted in a hybrid session on 3 April to reject the 2023 municipal accounts of Tenório and Itaporanga. In Tenório, the court cited the absence of a public bidding process for a vehicle‑leasing contract and an irregular “inexigibility” procedure for purchasing laboratory equipment, noting price inconsistencies that suggested overpricing. In Itaporanga, the auditors highlighted excessive spending on festivals, failure to remit mandatory social‑security contributions for municipal employees, the use of temporary hires without proper legal procedures, and non‑payment of the national teachers’ salary floor.

Conversely, the court approved the 2023‑2024 accounts of Serra da Raiz, the 2021‑2024 accounts of Alagoinha, and the 2024 accounts of the State Environmental Superintendence (Sudema).
