Ceará to receive R$ 23 million for prison security technology

The Brazilian Ministry of Justice and Public Security, through the National Secretariat of Penal Policies (SENAPPEN), is investing R$ 23 million in Ceará to bolster prison security through 2026. This initiative includes the establishment of Brazil’s first penal intelligence testing park, known as the Laboratory of Innovation in Penal Intelligence (LABIINPEN).

Nine strategic prison units in Ceará will be equipped with high-tech security tools to combat organized crime and prevent illegal communication. The investment is divided into two main areas: R$ 13.9 million for hardware such as X-ray machines, body scanners, metal detectors, security gates, and cell vehicles; and R$ 9.1 million for intelligence technologies including drones with thermal sensors, georadars to detect underground tunnels, and electronic sweeping kits to locate unauthorized communication signals.

The project aims to elevate these facilities to a maximum security standard comparable to the Federal Penitentiary System. In addition to equipment, the plan includes training for penal officers to ensure effective use of the new technologies.
