Cebin Energy to launch multilingual electricity services in Spain

Cebin Energy is set to launch in the Spanish electricity market in October 2026. The company will be the first electricity retailer to specifically target the Russian-speaking and Ukrainian communities in Spain, while also serving the general consumer market.

Founded and led by Andrey Khomutov Petrukhin, the company will provide customer service and information in Spanish, Russian, and Ukrainian. The initiative aims to assist consumers who may face difficulties navigating energy contracts and technical information when services are only available in Spanish.

According to data from the National Statistics Institute (INE), as of January 1, 2025, there were 202,105 Ukrainian nationals and 110,665 Russian nationals residing in Spain. Petrukhin, who has over 15 years of experience in the Spanish energy sector, intends for the company to offer comprehensive multilingual support that goes beyond simple website translation to ensure clients fully understand their contracts and rates.
