Goran Gerasimovski, the Mayor of the Centar Municipality, has clarified that the municipality is legally obligated to initiate the procedure for a new Detailed Urban Plan (DUP) for the ‘Barutana’ area. This follows the annulment of the previous plan by the Constitutional Court in 2025. Gerasimovski emphasized that starting the legal procedure does not guarantee the plan will be adopted in its current form.

The Mayor stated that the draft plan will not be submitted to the Municipal Council until legal stability and safety concerns are addressed, particularly regarding terrain stability and access roads near Vodno. To resolve doubts about erosion and slope instability, the municipality will commission a specialized study from the Faculty of Civil Engineering.

While several institutions, including the Directorate for Protection and Rescue and the Skopje Urbanism Commission, have provided positive opinions, Gerasimovski maintained that these do not constitute automatic approval. He noted that the proposed draft aims to regulate existing space rather than urbanize new areas, and it actually proposes a significant reduction in the permitted volume of construction compared to previous documentation.
