Banco Central do Brasil sets crypto regulatory agenda

The Central Bank of Brazil (BC) has outlined its regulatory priorities for the digital asset sector over the next 12 months. According to Nagel Paulino, a division head at the BC, the institution aims to establish a clear regulatory path for stablecoins, Banking as a Service (BaaS) within the virtual asset market, and staking operations.

Paulino noted that while the current election year presents challenges for legislative movement in Congress, a clearer definition regarding stablecoin regulation is expected next year. The BC intends to connect virtual asset rules with BaaS regulations to allow digital asset companies to better integrate with the traditional financial system, including tools like Pix and Open Finance.

Regarding staking, the BC seeks to define more precise guidelines, as the activity currently sits outside the initial regulatory framework. The push for regulation follows significant market growth; Brazil is currently the fifth largest retail virtual asset market globally, with reported operations reaching R$ 283.1 billion in the first half of 2026.
