Italy implements new voting rights for students and workers living away from home

Following the enactment of Law no. 180 on October 9, 2026, Italian municipalities are establishing official registries for 'fuorisede' voters—citizens temporarily residing in a different region from their permanent residence. This new legislation allows eligible voters to cast ballots for the Chamber of Deputies, the Senate, European Parliament elections, and national referendums in their municipality of temporary domicile.

To qualify, students and workers must demonstrate a minimum residence of nine months in their temporary location. Other eligible categories include individuals receiving medical treatment or assistance for at least three months, family caregivers, and parents accompanying minors for medical purposes.

Local administrations, including Sassari, Canosa di Puglia, and Cusano Milanino, have begun implementing these registries. For students and workers, applications must typically be submitted by December 31 for the following year's elections, while those qualifying through medical or caregiving reasons must apply within specific windows relative to the election date.
