Cesena implements protocol for vulnerable residents and pets
The municipal government of Cesena has approved a new operational protocol designed to support vulnerable or indigent residents and their companion animals. The initiative aims to address situations where social fragility and animal welfare intersect, ensuring that personal, economic, or assistance-related difficulties do not compromise the well-being of pets.
The protocol establishes a coordinated network involving social services, local health services (Ausl), the local police, and the Animal Welfare Office. It is specifically intended for residents already under the care of social services who live with dogs or cats. The framework covers various scenarios, including the management of pets by fragile individuals, potential renunciation of ownership, temporary shelter in local kennels, and addressing reported animal welfare issues or dangerous conditions.
City officials Andrea Bertani and Carmelina Labruzzo emphasized that companion animals provide significant emotional support and social benefits, such as reducing anxiety and stress. The integrated approach seeks to protect both the human and the animal simultaneously through a collaborative institutional network.
