Cetinje and Nikšić caves proposed as national cultural property

Human rights activist Aleksandar Saša Zeković has submitted an initiative to the Administration for the Protection of Cultural Property of Montenegro to designate specific caves as cultural property of national importance.

The initiative focuses on natural underground caves located in the territories of Cetinje (specifically Kunovog Prisoja in Stavor and Štitari) and Nikšić (at the Kuline site in the Dubrave hamlet). Zeković describes these sites as hidden mass graves from World War II that emerged as a result of political and ideological violence.

Zeković argues that these locations represent a part of the nation's negative memory and should be memorialized to promote social cohesion, reconciliation, and historical dialogue. He noted that in European Union countries, sites of mass civilian suffering often receive additional state cultural protection, a standard he believes Montenegro should follow as it aligns with EU values.
