Cetinje NGO challenges legality of Krsto Popović mural

The non-governmental association Antifašisti Cetinja has requested that authorities in the Old Royal Capital of Cetinje clarify the legal basis for a recently painted mural depicting Krsto Popović.

The mural, created by the Ultra Crna Gora supporters group, is located under a bridge connecting the National Museum with Njegoš Park. It features Popović alongside lyrics praising him. Other murals at the same location depict the medieval ruler Ivan Crnojević and leaders of the 1919 Christmas Uprising.

Antifašisti Cetinja argues that the mural may violate the city’s Decision on Communal Order passed in September 2022, which prohibits murals within the historical core of the city. The regulation requires official approval from communal affairs authorities, following consultation with a specialized commission of experts. The association emphasized the importance of ensuring that municipal services apply city decisions equally to everyone.
