CETM denounces unfair DeCA administrative costs for carriers

The Spanish Confederation of Freight Transport (CETM) has denounced irregularities regarding the implementation of the Electronic Consignment Note (DeCA). The organization claims that some shippers are unfairly transferring the entire administrative burden and costs of generating these documents to carriers.

According to CETM, the regulations establish shared responsibilities: shippers are responsible for data regarding the parties, origin, destination, and nature of the goods, while carriers are responsible for data related to service execution. The confederation argues that the DeCA should serve to modernize and simplify transport rather than becoming a ‘digital toll’ where carriers are charged for documents that shippers already possess the necessary information to create.
