Spain’s National Court has opened a criminal investigation into the mass migration surge in Ceuta that occurred on July 30 and 31. Judge María Tardón stated the influx, involving over 70,000 migrants, may constitute crimes against the peace or independence of the State and could be classified as “hybrid warfare” intended to undermine Spanish territorial integrity.

The investigation is based on reports from the National Center for Immigration and Borders (CENIF) and the National Police, which suggest the event was not an isolated incident but a directed process. Evidence indicates that Moroccan security forces provided “active guidance” and “total permissiveness” to facilitate the crossing.

In response to the crisis, the Spanish government plans to declassify intelligence and security documents to clarify the events. Prime Minister Pedro Sánchez has also noted the possibility of distributing migrants among Spain’s autonomous communities, while the European Union is providing approximately 115 million euros in emergency aid for border surveillance and personnel. The situation has caused significant political tension in Spain, with opposition parties accusing the government of failing to protect national security and being too conciliatory toward Morocco.
