Ceuta police report gang rapes and kidnappings in mountains

Spanish National Police officers and the Jupol union are reporting a pattern of kidnappings and gang rapes in the North African enclave of Ceuta. Authorities claim that undocumented Moroccan migrants are targeting girls and adolescents, dragging them into the rugged mountain terrain surrounding irregular settlements and the Temporary Stay Centre for Immigrants (CETI).

Jupol spokeswoman Laura García stated that many attacks go unreported because survivors are too terrified to come forward, noting that formal complaints have already exceeded the number of arrests. Recent incidents include a multiple assault on a minor on Avenida de Lisboa and a report from a Sub-Saharan woman regarding a group attack by perpetrators of Moroccan origin.

Local reports indicate that the difficult terrain makes policing these areas challenging, allowing attackers to operate with near-impunity. Some young girls have reportedly been seen seeking shelter under police vehicles due to fear of men occupying the nearby hillsides.
