To ensure stability, the Ministry of Education has deployed private security to 35 educational centers across the city. The logistics organization UNO has opposed using port facilities for migrant housing, citing risks to trade, supply chains, and the safety of transport workers. Similarly, the union CCOO has rejected the use of port space for migrant camps, arguing it is a critical infrastructure for the city's economy and connectivity.
