CGIL presents social and economic platform for Central Italy earthquake recovery
Stefania Filetti, confederation secretary of the CGIL trade union, has introduced a new platform titled ‘Ten Years Since the 2016 Earthquake: Rebuilding the Future, Giving Dignity to Work, Defending Communities’. Presented in Rome, the initiative aims to move beyond mere building reconstruction toward comprehensive socio-economic repair for the 138 municipalities in Abruzzo, Lazio, Marche, and Umbria affected by the central Apennine earthquake.
The platform is based on SISMA10 research and proposes several priority actions to combat demographic desertification, which saw a 15.6% population decline in the restricted crater area between 2015 and 2024. Key proposals include halting cuts to schools and hospitals, implementing stable hiring plans for technical offices, and creating an integrated IT platform for data transparency.
To support vulnerable families, the document suggests regional guarantee funds to offset private costs for serious damages, which are estimated at 15% to 30% of total costs. Other measures include blocking cuts to the Contributo di Autonoma Sistemazione (CAS), enforcing social use constraints on reconstructed housing and SAE (emergency housing), capping short-term rentals, and taxing real estate capital gains.
