Chad addresses youth unemployment and educational budgeting

Chad is addressing systemic economic and educational challenges through new budgetary planning and an analysis of labor market hurdles. The Ministry of National Education is currently developing the 2027-2029 Medium-Term Expenditure Framework to align with the ‘Chad Connection 2030’ national development plan, focusing on results-oriented spending to improve living conditions.

Despite these planning efforts, the country faces significant issues with graduate unemployment and youth inactivity. According to World Bank analysis, approximately 75,000 graduates remain unemployed years after completing their studies. While official International Labour Organization data suggests a low unemployment rate, experts note this is skewed by a massive informal sector, which accounts for roughly 88% of all jobs.

Furthermore, while many young Chadians turn to entrepreneurship as a refuge from formal job scarcity, most struggle to scale their businesses. Challenges include limited access to bank financing due to lack of collateral, the difficulty of transitioning from solitary micro-activities to structured companies, and the high costs of managing competition and stock.
